»Malt Balls or Malt Beer? Detecting the Prohibited Operation of Dual-Use Facilities«

Abstract:
During Prohibition, Adolph Coors converted his Colorado brewery to make malted milk instead of beer. Similarly, facilities in a variety of industries can operate in a way that's consistent with their declared use or in a way that violates contractual or treaty agreements. An important challenge is to detect when a facility is operating in a prohibited mode, especially in the midst of long periods of benign use. Compounding the difficulty, measurements often must be collected at a distance from the facility and so can contain significant noise and other artifacts that obscure the signal of interest. We present a multiscale, robust approach for detecting prohibited operation of dual-use facilities by first identifying times during which a facility is operating, then determining the mode of operation. Our approach builds on adaptive feature extraction and hidden Markov modeling to span seven orders of magnitude in time scale in the presence of severe noise and clutter.
